Enhancements

The completed jobs pipeline has been removed in favor of job status filters in the main ops pipeline. Jobs will show for the selecting statuses in the filter: in progress, pending, rejected, completed, archived.
The return email for a proposal sent out from the platform will be the same as the user email that the job is assigned to.

API Enhancements

Ability for API users to access legal contacts via the API.
Ability for API users to pull detailed qualification information from a public endpoint.
Ability for API users to filter for select qualification instances.
Ability for API users with permissions to update qualification to post an update via the API.

Fixes

Fix to ensure credit notifications can be updated within the UI.
